Abstract

The social, economic, political, and legal rights of Turkish citizens should be evaluated in terms of the broad definition of Turkish Diaspora. One of these fundamental rights is social security rights. It is extremely important to protect, maintain and ensure the right to social security in the country where one lives or is legally affiliated and located. The Turkish National Social Security System provides certain rights and guarantees to Turkish citizens. When the situation is evaluated regarding the Turkish Diaspora, the fact that the existing rights focus only on the continuity of the citizenship bond, and this draws attention to a deficiency in the level of protection in terms of social security. This study attempts to decide of the situation regarding the evaluation of social security adhibition specific to Turkish citizens abroad from the perspective of the Turkish Diaspora. As a result of these examinations and evaluations, provisions that can include the Turkish Diaspora will be determined, and some suggestions will be presented regarding the current deficiencies and possible regulations and practices.
